Executive Order 13767 (Jan. 25, 2017) directed detention of aliens apprehended at the border and termination of 'catch and release,' but the practice persisted through his first term, and second-term Executive Order 14165 (Jan. 20, 2025) ordered its termination again. In the second term the policy took hold: CBP announced on June 18, 2026 thirteen consecutive months of zero releases at the border, with apprehended aliens detained and removed rather than released into the country. Fulfillment came late - in the second term rather than the first - but the promised detention-not-release policy is now in effect.
