Independently verified. Trump actively led and drove the sanctuary-city defunding effort well beyond a single act. Five days into his term (Jan 25, 2017) he signed Executive Order 13768, whose Section 9(a) directed that jurisdictions willfully refusing to comply with 8 U.S.C. 1373 not receive federal grants; his DOJ under AG Sessions then attached immigration-cooperation conditions to Byrne JAG law-enforcement grants and defended them through years of litigation. This is a sustained, leading effort (CHAMPIONED), not merely a supporting vote. It fell short of FULL: federal courts repeatedly enjoined the funding cuts as unconstitutional intrusions on Congress's spending power (Judge Orrick, ND Cal; Judge Leinenweber, ND Ill.; multiple circuits), only one appeals court upheld the Byrne conditions, the SCOTUS appeal was dropped, and the second part of the promise (legislation to reward cooperating jurisdictions) was never enacted.
