Executive Order 13780 (March 6, 2017) directed agencies to expedite completion of the congressionally mandated biometric entry-exit tracking system, and CBP expanded facial-recognition processing at ports of entry during the first term, but the system was not completed by January 2021. In the second term, DHS issued a final rule (published October 27, 2025, effective December 26, 2025) authorizing collection of facial biometrics from all noncitizens entering and exiting the United States. Even so, CBP itself estimates full implementation at all commercial airports and seaports will take another three to five years, so as of July 2026 the promised system is substantially advanced but still not complete.
