The Trump administration formally asked Congress to mandate E-Verify nationwide: the President's FY2019 budget requested $132 million to support mandatory nationwide use of the program, and similar requests appeared in other budget submissions. Congress never delivered; the Legal Workforce Act (H.R. 3711), the principal mandatory E-Verify bill of the 115th Congress, was reported out of the House Judiciary Committee on October 25, 2017 but never received a floor vote or became law. No nationwide E-Verify mandate was enacted in either term, and the program remains voluntary for most employers, so the expansion was formally proposed but did not land.
