Congress declined to fully fund the wall during the first term; roughly 450 miles were built by January 2021 using appropriations plus diverted military funds, and Mexico never reimbursed any costs. In the second term, the One Big Beautiful Bill Act (signed July 4, 2025) appropriated more than $46.5 billion for border wall construction, delivering the funding component late and through U.S. taxpayers rather than Mexican reimbursement. The promised mandatory-minimum prison sentences for illegal reentry were never enacted: the closest measure, Kate's Law (H.R. 3004), which revised reentry penalties, passed the House on June 29, 2017 but was never taken up by the Senate. Funding delivered without the Mexico-reimbursement or sentencing components supports a partial rating.
