By Jan 2021 CBP counted 458 total miles of 'border wall system,' but only about 85 miles were genuinely new coverage (52 primary + 33 secondary where none existed) while ~373 miles replaced older fencing; Mexico never paid, and the stated aims (stopping illegal immigration, gangs, and drugs — most hard drugs enter via legal ports of entry) were not achieved. This is maximal, undisputed leadership on the promised action with substantial (if incomplete) enactment — above PARTIAL, below FULL — which matches CHAMPIONED under a party-neutral standard. Any president who wielded emergency powers, diverted billions, and built hundreds of miles of barrier on their signature promise would earn the same label.
