Independently verified. As president, Trump personally led and enacted the ideological/values-based 'extreme vetting' he promised, well beyond a single supporting act. At the Jan. 2017 signing of the extreme-vetting EO he restated the promise nearly verbatim ('We only want to admit those into our country who will support our country and love deeply our people'), signed EOs 13769/13780 and Proclamation 9645 (upheld in Trump v. Hawaii, 2018), and in 2019 the State Department began collecting social-media identifiers from nearly all visa applicants (~15 million/year). In his second term, EO 14161 (Jan. 20, 2025) explicitly directs screening to ensure admitted aliens do not 'espouse hateful ideology' or 'bear hostile attitudes toward its citizens, culture, government, institutions, or founding principles.' Not FULL because the promise is an absolute/aspirational values screen ('only' those who 'love our people'; excluding 'anyone' who endorses violence/hatred/oppression) that is inherently unmeasurable, and early versions were struck down by courts. Fairness check: an opposite-party president with this record — a signature promise pursued via multiple executive orders, a SCOTUS-upheld proclamation, and live screening programs — would receive the same CHAMPIONED label. Replaced the prior rating's one unverified archived-White-House-statement source with the verified 2017 signing statement.
