Both named deliverables were rescinded during the first term. Executive Order 13783 (March 28, 2017) rescinded the President's Climate Action Plan and revoked several related Obama-era climate directives, and the EPA and Department of the Army finalized repeal of the 2015 Waters of the United States rule effective December 23, 2019, restoring the pre-2015 regulatory text. Together with the broader rollback program EO 13783 initiated (including review and 2019 replacement of the Clean Power Plan), the promise as stated was essentially completely fulfilled in term 1.
