Trump took sustained concrete action to aid coal: EO 13783 (March 2017) lifted Obama-era climate constraints and led to the Clean Power Plan's repeal, and in his second term EO 14261 (April 8, 2025) plus Department of Energy emergency orders sought to expand mining and keep coal plants running. The industry was nonetheless not saved: U.S. coal production fell to 535 million short tons in 2020, the lowest level since 1965, and EIA data show production and consumption continuing to decline through 2025-2026 despite the interventions. Genuine, repeated effort without the promised outcome rates as ATTEMPTED.
