On January 24, 2017, four days into his first term, Trump signed a presidential memorandum formally inviting TransCanada to promptly re-submit its Keystone XL Presidential permit application to the State Department. TransCanada re-applied within days, the State Department confirmed receipt in a February 10, 2017 Federal Register notice, and a Presidential permit was issued in March 2017. The specific promised action, asking TransCanada to renew its permit application, was performed exactly as stated; the project's later cancellation after the permit was revoked in January 2021 postdates and does not affect this narrow promise.
