Trump established a formal deregulation program: Executive Order 13771 (January 30, 2017) required agencies to identify two regulations for repeal for each new one, and OMB's final accounting reports 538 deregulatory actions versus 97 significant regulatory actions from FY2017-FY2020, with claimed savings of $198.6 billion. However, the sweeping pledge that any outdated or unnecessary regulation 'will be scrapped' was only partly realized: the administration itself issued dozens of significant new rules, many rollbacks were vacated in federal court, and the bulk of the regulatory code remained in place at the end of the term.
