Trump lifted many, but not all, federal restrictions on fossil-fuel production. Executive Order 13783 (March 28, 2017) directed agencies to rescind rules burdening domestic energy and to lift the federal coal-leasing moratorium, which Interior did the next day via Secretarial Order 3348; Congress also opened ANWR's coastal plain to oil and gas leasing in December 2017. However, a federal court ruled on March 29, 2019 (League of Conservation Voters v. Trump, D. Alaska) that his order revoking the Obama-era Arctic and Atlantic offshore drilling withdrawals exceeded presidential authority, reinstating that ban for his term, and the '$50 trillion' valuation has no official basis.
