On January 24, 2017, four days into his first term, Trump signed a presidential memorandum inviting TransCanada to resubmit its Keystone XL application, reversing the Obama administration's 2015 rejection; the State Department issued the cross-border permit in March 2017. After court challenges, Trump issued a new presidential permit directly on March 29, 2019, and construction began in 2020. The promised federal roadblocks were lifted and the project was allowed to move forward during his term; his successor's January 20, 2021 permit revocation occurred after the rated term and does not alter fulfillment.
