EPA finalized the repeal of the Clean Power Plan on June 19, 2019, replacing it with the Affordable Clean Energy rule. The Clean Power Plan had been stayed by the Supreme Court since 2016 and never took effect; although the D.C. Circuit vacated the ACE rule and its embedded repeal on January 19, 2021, the CPP was never revived, and the Supreme Court held in West Virginia v. EPA (June 30, 2022) that EPA lacked authority for the CPP's generation-shifting approach. The promised outcome - doing away with the Clean Power Plan - was accomplished during his first term.
