During the first term (2017-2021) EPA was not barred from regulating carbon dioxide: the 2009 endangerment finding stayed in place and EPA itself issued CO2 rules, including the 2019 ACE rule. Fulfillment came late and partially in the second term: on February 12, 2026 EPA finalized rescission of the 2009 greenhouse-gas endangerment finding and repealed all motor-vehicle GHG standards (effective April 20, 2026), and in June 2025 it proposed - but as of mid-2026 has not finalized - repeal of power-plant GHG standards. An administrative rescission is not a legal prohibition on EPA regulating CO2, power-plant rules remain on the books, and the rescission faces active litigation, so the promise is partly kept.
