The United States never ratified the Kyoto Protocol, so the Paris Agreement was the operative commitment to reject. Trump announced withdrawal on June 1, 2017, delivered formal notification on November 4, 2019, and the United States formally exited the Paris Agreement on November 4, 2020, within his first term. His successor rejoined in February 2021, and Trump ordered withdrawal again on January 20, 2025 - consistent with the promise but outside the primary rating window. The promised rejection of both agreements' agendas was carried out during the 2017-2021 term.
