Trump personally drove the Keystone XL effort throughout his first term, inviting a new application in January 2017 and issuing a presidential permit himself on March 29, 2019, after which construction began in 2020. But the promise was to finish the pipeline, and it was never completed: the permit was revoked on January 20, 2021, and TC Energy terminated the project on June 9, 2021. Sustained personal leadership, delivery fell short of complete.
