The EPA was not dismantled during the 2017-2021 term; the agency remained intact. In the second term the administration did take a substantial amount out: on July 18, 2025, EPA announced a reduction from 16,155 employees in January 2025 to 12,448 - a cut of nearly 23% - and eliminated its Office of Research and Development, citing $748.8 million in savings. That is significant downsizing, but the agency continues to operate well beyond the promised 'little tidbits,' so the promise as stated was only partly delivered.
