The ISIS territorial caliphate was eliminated during Trump's first term: the White House announced on March 23, 2019 that ISIS-held territory in Syria and Iraq was 100 percent liberated. However, ISIS was not 'gone' - the group persisted as an insurgency, and in December 2025 an ISIS ambush in Syria killed two U.S. soldiers and a civilian interpreter, prompting large-scale U.S. retaliatory strikes against dozens of ISIS targets. The destruction of the physical caliphate fulfills part of the promise, but the group's continued existence and attacks through 2025-2026 fall short of ISIS being gone.
