The 2016 statement is a condemnation of the JCPOA whose implied commitment was to undo/fix the deal. As President, Trump personally and unilaterally drove that effort: on May 8, 2018 he terminated U.S. participation in the JCPOA (confirmed by the Trump White House archive) and reimposed sanctions, launching the maximum-pressure campaign. That is decisive, self-directed, aligned action he LED. However, the prior FULL (+1.0, 0.95) overstates it: Trump's own 2016 promise, and the fuller implication of this quote (preventing Iran's nuclear problem via a better deal), was to RENEGOTIATE a better agreement. He never did. PolitiFact's Trumpometer rated the 'Renegotiate the Iran deal' promise PROMISE BROKEN because he withdrew instead of renegotiating and reached no replacement; Iran subsequently exceeded JCPOA enrichment limits. Under a party-neutral standard, a president who personally drove a signature action consistent with his condemnation of a deal, but did not deliver the promised better outcome, warrants CHAMPIONED (+0.75, actively led the effort, not fully enacted) rather than FULL (+1.0). Confidence reduced from 0.95 to 0.75 to reflect genuine interpretive ambiguity between the 'exit the deal' (fully done) and 'renegotiate a better deal' (broken) readings.
