None of the three promised force levels was reached. Army active end strength stayed in the roughly 476,000-487,000 range during Trump's first term and has since been cut further (445,000 enacted for FY2024), never approaching 540,000; the Navy stood at about 296 battle force ships at the end of his first term and 293 as of October 1, 2025, never approaching 350. Trump did push in this direction - he signed the FY2018 NDAA, whose Section 1025 made the Navy's 355-ship goal U.S. policy, and defense budgets grew - but the promised Army, Navy, and fighter force levels did not materialize in either term.
