During his first term (January 2017 - January 2021), Trump launched no new nation-building or military regime-change campaigns in the Middle East; his August 21, 2017 Afghanistan strategy explicitly disavowed nation-building, and his administration negotiated the February 2020 U.S.-Taliban withdrawal agreement. However, the administration actively pursued regime change in Venezuela by non-military means, officially recognizing opposition leader Juan Guaido as interim president on January 23, 2019 and imposing sanctions aimed at removing Nicolas Maduro from power. The promise to abandon nation-building and regime change was therefore kept in substantial part but contradicted in part.
