Independently verified. On August 5, 2019, Treasury Secretary Steven Mnuchin formally designated China a currency manipulator under Section 3004 of the Omnibus Trade and Competitiveness Act of 1988 -- the first such designation since 1994. Reporting (Washington Post, corroborated by The Hill) confirms Trump personally pressured Mnuchin to make a move Mnuchin had repeatedly resisted, so the promised chain (Trump instructs Treasury Secretary -> Treasury labels China a manipulator) was literally executed. The designation was removed on January 13, 2020 as part of the Phase One trade deal, and it came ~2.5 years into the term rather than 'day one,' which is why confidence is high but not maximal -- but neither fact negates fulfillment of the promise as worded. FULL is party-neutral: an executive of either party who directed a promised discrete action and saw it carried out earns FULL. All prior-rating sources are real and support the outcome (the Treasury sm751 release and the CNBC article resisted automated fetch but are confirmed genuine via search mirrors, including the US Embassy China reprint of the Treasury statement).
