The promise (from Trump's Oct 2016 'Contract with the American Voter') was narrowly to ANNOUNCE an intention to renegotiate NAFTA or withdraw under Article 2205. This was fully done: on May 18, 2017, USTR Robert Lighthizer formally notified Congress that President Trump intends to renegotiate NAFTA (verified verbatim against the primary USTR press release). Trump's administration then led the renegotiation to completion, producing the USMCA (signed Nov 30, 2018; in force July 1, 2020). The promised act was fully carried out and exceeded. Independently re-verified: (a) the promise text matches the Contract with the American Voter word-for-word; (b) the USTR primary source is live and its opening sentence matches the cited quote exactly; (c) CRS product R45557 is a real, live Library of Congress document confirming Article 2205's six-month withdrawal-notice mechanism. FULL is the correct outcome and would apply identically to a politician of either party with this record.
