During his first term, Trump imposed Section 301 tariffs of up to 25 percent on roughly $370 billion of Chinese goods (beginning June 2018) and Section 232 tariffs on steel and aluminum (March 2018), but most other imports remained untaxed. In his second term he added a 25 percent Section 232 tariff on imported automobiles (effective April 3, 2025) and successive across-the-board tariffs: the 2025 IEEPA tariffs, which the Supreme Court held unlawful on February 20, 2026, and a replacement 10 percent Section 122 surcharge (effective February 24, 2026) that remains in collection while an appeal of a May 7, 2026 Court of International Trade ruling against it proceeds. Imported cars and most other goods now face a tax, but the universal coverage arrived late, has twice been ruled unlawful by courts, and remains legally contested, so the promise is partly rather than completely delivered.
