Trump's first term took concrete action on all three prongs: USTR's Section 301 action imposed 25 percent duties on Chinese products over intellectual-property and technology-transfer practices (June 2018), Treasury designated China a currency manipulator (August 5, 2019, lifted January 13, 2020), and the Phase One agreement signed January 15, 2020 contained enforceable chapters on intellectual property, technology transfer, and currency and exchange-rate practices. The promise as stated, however, was to stop these practices, and they were not stopped: USTR kept China on its Special 301 priority watch list in subsequent annual reports, and disputes over the same conduct continued into his second term. Sustained action with incomplete results supports a partial rating.
