As president, Trump initiated formal NAFTA renegotiation (May 2017 90-day notice under TPA), negotiations ran Aug 16, 2017 to Sep 30, 2018, and the resulting USMCA was signed Nov 30, 2018. It was ratified by Congress (House 385-41 on Dec 19, 2019; Senate 89-10 on Jan 16, 2020), signed into U.S. law Jan 29, 2020, and formally entered into force July 1, 2020, substituting NAFTA. The core promise -- renegotiate NAFTA into a new deal -- was not merely attempted or led but fully enacted into force. FULL is fair under a party-neutral standard: any officeholder who promised to renegotiate a trade pact and delivered a ratified, in-force replacement would earn FULL.
