Trump signed Executive Order 13788 (April 18, 2017), directing agencies to maximize use of U.S.-made goods in federal procurement and financial-assistance awards, and Executive Order 13858 (January 31, 2019), directing agencies to encourage the use of American iron and steel in federally assisted infrastructure projects; he also imposed Section 232 steel tariffs in March 2018 to support domestic producers. However, no major infrastructure program was enacted during his 2017-2021 term, so the large-scale rebuilding of bridges with American steel that he described did not occur under his administration, and longstanding Buy America statutes already required domestic steel in most federal-aid highway and bridge projects. Directional executive action without the promised infrastructure delivery supports a partial rating.
