The 'Restoring Community Safety Act' promised in the October 2016 Contract with the American Voter was never introduced in Congress as legislation. Trump nonetheless delivered its centerpiece administratively: Executive Order 13776 (February 9, 2017) directed the Attorney General to establish a Task Force on Crime Reduction and Public Safety, which the Justice Department stood up that month while directing prosecutors to prioritize violent-crime and gang cases. In his second term, Executive Order 14288 (April 28, 2025) further directed expanded federal support for training, pay, and legal protections for state and local police. The task-force and law-enforcement-resource elements were advanced by executive action, but the promised act itself never materialized.
