Trump did not formally ask Congress on day one, but his administration championed Kate's Law: the House passed H.R. 3004 on June 29, 2017, and Trump publicly pressed the Senate to pass it and send it to his desk. The Senate never voted on it, and no mandatory-minimum illegal-reentry statute was enacted in his first term. The measure was reintroduced in January 2025 as the Stop Illegal Reentry Act (Kate's Law) and a House version passed again in September 2025, but as of July 2, 2026 it still has not become law. A genuine, sustained push that has not been delivered.
