Independently re-verified. As president Trump actively LED federal 'law and order' efforts targeting inner-city violent crime: on July 22, 2020 he personally announced Operation Legend, surging hundreds of FBI/ATF/DEA/Marshals agents into Chicago and other cities specifically to fight gun violence, and revitalized Project Safe Neighborhoods. That is self-driven executive leadership beyond a single vote, which meets the CHAMPIONED bar ('led/drove the effort, even if not fully enacted'). It stops well short of FULL and confidence is moderate because the promise's measurable goal FAILED and moved the opposite direction: FBI data show U.S. homicides rose 29.4% in 2020 (largest single-year increase ever recorded), and Chicago ended 2020 with ~779 homicides, up ~55% over 2019's 506. PARTIAL does not fit because there was no partial achievement of the goal (violence rose to records); CHAMPIONED is the correct label crediting the leadership of the effort regardless of the failed result. Applied symmetrically, a same-record politician of either party would earn the same effort-based rating.
