Common Core standards were adopted state-by-state, and the 2015 Every Student Succeeds Act already barred Washington from mandating or incentivizing them, leaving no direct federal lever to 'stop' the standards. Trump signed Executive Order 13791 (April 26, 2017) directing enforcement of statutory prohibitions on federal control of curriculum, and his education secretary declared Common Core 'dead' at the federal level in January 2018. The standards themselves were never stopped: states, including California, the largest, still use the Common Core State Standards as of 2026. His formal actions pushed in the promised direction of local control, but the promised outcome did not materialize.
