During his first term Trump proposed a $5 billion Education Freedom Scholarships tax credit that Congress never enacted. In his second term he signed Executive Order 14191 (Jan. 29, 2025) directing federal agencies to support K-12 school choice, and the July 4, 2025 reconciliation law (Pub. L. 119-21) created a permanent federal tax credit of up to $1,700 for donations to scholarship-granting organizations, with the Education Department reporting 23 participating states as of Jan. 27, 2026. This delivers concrete federal help for parents choosing schools, but it arrived nine years after the promise, is state-opt-in, and scholarships largely begin in 2027, so the promise is partly rather than fully kept.
