This October 2016 promise described Trump's plan for income-driven repayment with loan forgiveness after 15 years. His FY2018 budget request (May 2017) formally proposed a single income-driven plan at 12.5% of discretionary income that would forgive undergraduate balances after 15 years, and later budget requests repeated the proposal, but Congress never enacted it during term 1. The repayment overhaul he ultimately signed in July 2025 (P.L. 119-21) instead created the Repayment Assistance Plan, under which forgiveness comes only after 360 monthly payments (30 years). A formal proposal that did not become law is rated ATTEMPTED.
