On March 21, 2019, Trump signed Executive Order 13864, 'Improving Free Inquiry, Transparency, and Accountability at Colleges and Universities' (84 FR 11401), directing twelve covered agencies to ensure institutions receiving federal research or education grants promote free inquiry — via First Amendment compliance for public institutions and adherence to stated speech policies for private ones. The Education Department followed with implementing regulations finalized in September 2020 making free-inquiry compliance a condition of certain Department grants. Rated on the promise as stated — making protection of campus free speech a priority — the promised executive action was delivered during term 1.
