Two of the three promised planks were enacted in term 1: Trump signed the FUTURE Act (P.L. 116-91) on December 19, 2019, making permanent $255 million in annual mandatory funding for HBCUs and other minority-serving institutions (with a Pell Grant funding increase), and signed the Strengthening Career and Technical Education for the 21st Century Act (P.L. 115-224) on July 31, 2018, reauthorizing the main federal career and technical education program. The affordability plank saw no comparable delivery: no broad college-affordability program was enacted, and his budget requests proposed eliminating subsidized Stafford loans and Public Service Loan Forgiveness. Delivering the HBCU and vocational components while leaving affordability largely unaddressed rates PARTIAL.
