(2) PolitiFact's MAGA-Meter shows the promise as "In the Works," with the verified quote that Congress "started the process" but the legislation "faces many steps before it could become law." (3) Wikipedia confirms the 2017 House passage "On December 6, the House passed the bill 231-198," documenting Trump's first-term support that died in the Senate.
