During his first term, Trump signed the Consolidated Appropriations Act, 2018 (Public Law 115-141) on March 23, 2018; its Title VI, the Fix NICS Act, penalizes federal agencies and incentivizes states for failing to submit criminal and mental-health records to the National Instant Criminal Background Check System — the specific reporting failure this 2015 promise targeted. By late 2019 the Justice Department reported more than six million new records added to NICS databases between April 2018 and August 2019, with implementation plans submitted by all 50 states. The promised fix to the records-reporting system was enacted and measurably implemented.
