The Justice Department under Trump revived and expanded Project Exile-style federal gun-prosecution programs: Attorney General Sessions announced the reinvigoration of Project Safe Neighborhoods on October 5, 2017, and Attorney General Barr launched Project Guardian, a nationwide gun-crime enforcement initiative, on November 13, 2019. The promised result was only partly realized: violent crime declined from 2017 through 2019, but FBI data show violent crime rose 5.6 percent in 2020 and murders rose 29.4 percent, the largest single-year increase on record. The enforcement programs were delivered; the promised sustained drop in crime was not.
