Trump took targeted executive actions to expand mental-health treatment during his first term: Executive Order 13822 (January 9, 2018) directed seamless access to mental health treatment and suicide-prevention resources for veterans in their first year after leaving service, and Executive Order 13954 (October 3, 2020) directed expanded crisis-intervention services, telehealth, and grant funding for mental- and behavioral-health care. These were incremental, population-specific expansions, chiefly for veterans and pandemic-related needs, rather than the broad fix of the mental-health system the promise described.
