As president Trump actively LED a pro-Second-Amendment agenda consistent with the 2016 stance, which is why CHAMPIONED (+0.75) rather than a mere ATTEMPTED/PARTIAL: (1) He became the first sitting president since Reagan (1983) to headline NRA conventions, addressing them repeatedly (2017 Atlanta, 2018, 2019, 2020) — leadership, not a single vote (confirmed by ABC News, Houston Public Media, PBS). (2) On Feb 28, 2017 he signed H.J.Res.40 (P.L. 115-8), a Congressional Review Act repeal of the Obama-era Social Security rule that added certain mentally-ill beneficiaries to the NICS background-check database (confirmed by NBC News, NPR, FactCheck.org). (3) He appointed 234 federal judges including three Supreme Court justices whose votes produced the 2022 Bruen decision expanding gun rights (confirmed by Giffords, an OPPOSING gun-safety group, which nonetheless documents his consistently pro-gun record). (4) He threatened to veto universal-background-check bills in 2019 and in 2019 revoked the U.S. signature from the UN Arms Trade Treaty at the NRA convention. The one genuine deviation is the Dec 2018 ATF bump-stock ban (a gun-control measure requiring owners to destroy/surrender the devices), which is why the record is CHAMPIONED not FULL. Adversarial fairness check: a politician of either party with this record — leading advocacy rallies, signing deregulation, appointing judges advancing the cause, and threatening vetoes to protect it, with one countervailing action — would fairly earn CHAMPIONED under a consistent standard.
