The two core components of this position-promise are supported: (1) "Doctor responsible, not the woman" — PolitiFact confirms Trump's March 30, 2016 "punishment" remark, his same-day walkback stating physicians not women bear responsibility, and no evidence over seven years of reversal; KFF's verified quote confirms the post-Dobbs framework criminalizes clinicians. (2) "Pro-life with exceptions, like Reagan" — Newsweek verbatim confirms Trump's May 19, 2019 reaffirmation naming Reagan and the three exceptions (rape, incest, life of the mother).
