During his first term Trump signed H.J.Res. 43 (April 13, 2017), which nullified an HHS rule and allowed states to withhold Title X family-planning funds from abortion providers, and his HHS issued the March 4, 2019 Title X rule prohibiting abortion referral and requiring physical and financial separation from abortion activities, prompting Planned Parenthood to exit Title X in August 2019. However, Planned Parenthood's far larger Medicaid funding continued throughout the first term after congressional defunding efforts failed in 2017. The budget law signed July 4, 2025 imposed a one-year Medicaid funding cutoff for large abortion providers, which was immediately challenged in court. Substantial funding streams were cut, but the complete, durable end to public funding pledged in the 2016 platform was not achieved.
