The 2016 platform called on Congress to enact a federal 20-week Pain-Capable Unborn Child Protection Act. The Trump administration formally backed H.R. 36 in an October 2, 2017 Statement of Administration Policy saying advisors would recommend the President sign it, and the House passed the bill on October 3, 2017. The Senate companion, S. 2311, failed a cloture vote 51-46 on January 29, 2018, and Trump publicly urged the Senate to reconsider. The bill was never enacted in either term, making this a genuine push that was blocked in Congress.
