In his first term Trump took concrete executive actions favoring American steel: Proclamation 9705 (March 8, 2018) imposed a 25 percent tariff on imported steel, and Executive Order 13858 (January 31, 2019) directed agencies to maximize the use of U.S.-produced steel in federally assisted infrastructure projects. However, no major infrastructure program passed Congress during his first term, so the promised large-scale rebuilding of America's infrastructure with American steel did not materialize, and the Buy-American directives strengthened preferences rather than creating new binding mandates. The promise was partly kept through trade protection and procurement policy, but not the full infrastructure vision.
