Trump worked with Congress and on October 5, 2018 signed the five-year FAA Reauthorization Act of 2018 (P.L. 115-254), which included TSA reform provisions, though his 2017 proposal to restructure air traffic control outside the FAA failed in Congress and major ATC modernization stalled in his first term. In his second term, the July 2025 reconciliation law provided a $12.5 billion down payment on a brand-new air traffic control system, and the FAA named Peraton as prime integrator on December 4, 2025 - late but genuine progress on the modernization pledge. The overhaul remains incomplete and long wait times have not demonstrably ended, supporting partial credit.
