This is a compound promise. The infrastructure half was not delivered: Trump's February 12, 2018 legislative proposal died in Congress and no major infrastructure investment law passed in his 2017-2021 term. The stop-foreign-aid half was substantially delivered, though late: in his second term the administration dismantled USAID, which officially ceased implementing foreign assistance on July 1, 2025, with the large majority of its programs canceled. Because the aid savings were not redirected into tunnels, roads, bridges and schools as promised, this rates PARTIAL - some of the promise kept, not all.
