Trump did formally propose infrastructure spending at or above the scale he promised: his February 12, 2018 legislative outline called for $200 billion in federal funds to spur at least $1.5 trillion in infrastructure investment. Congress never passed it, and no comprehensive infrastructure spending package was enacted during his 2017-2021 term, so the promised rebuilding money never materialized. The later $1 trillion bipartisan infrastructure law was signed by his successor on November 15, 2021, over Trump's opposition. A formal proposal that failed to become law rates ATTEMPTED.
