Eight days into his first term, Trump signed Executive Order 13770 (Jan. 28, 2017), requiring political appointees to pledge not to lobby their former agency for five years after leaving -- a narrower restriction than the promised ban on lobbying the government as a whole. The ban was never enacted into law as promised; it existed only as an executive order, and Trump revoked that order on Jan. 19, 2021, his last full day in office, releasing current and former appointees from the pledge. The ban was thus lifted by executive order -- the precise outcome the promised congressional statute was intended to prevent.
