Expanding the legal definition of lobbyist to cover former officials working as consultants and advisers required amending the Lobbying Disclosure Act. NPR reported in April 2017 that no such legislation had been introduced, and no administration-backed expansion of the definition was proposed or enacted during his first term; the statutory definition was unchanged when he left office in January 2021. No action on this promise has surfaced in his second term through July 2026.
